General SCRA Meeting

Weber County Public Library

7:30PM, August 11, 2005

7:20pm:  SCRA members were already lined up getting their hunting permits before the general hunting meeting began.

At 7:30pm Bill Amundsen asked Bonnie Love to read the minutes from the last general meeting held in March, 2005.  The minutes were approved as read with no changes or additions.

Bill Amundsen thanked everyone who came out for the work party/barbeque in July and thanked Bonnie Love for work done on the barbeque.

Monte Matue discussed the grading of the main roads in Scare Canyon.  Jim Spencer complimented Monte on a job well done and much appreciated.  Bill mentioned that the association spent approximately $45.00 on repairs for the grader in 2005.

Bill said there was more water at the lower spring because the line was patched and a new line was put in down to the faucet.  The new line needs to be buried to keep from breaking again.  Ken Love had the Main Spring and Lower Spring water tested by the Health Department and notified the board that the tests came back stating that the water is safe to drink at both springs.

Bill stated that the November meeting was an important meeting because SCRA elections would be held – positions that would be open are President, Treasurer and 3 board member positions.  He asked that we try to think of more than one person per position.

Randy Rochelle discussed re-keying the gate locks and giving out new keys – the cost would be approximately $8500.00 and the board decided against it.  He also went over cost of keys for Scare Canyon property owners:

$  7.50 ea                     up to 2 keys

$25.00 ea                      keys 3 and 4

$65.00 ea                      keys 5 and 6

Key #7 is $500.00!  Contractor’s will have to put deposit on key’s and will have deposit returned if keys are returned by November general meetings – otherwise the association keeps the deposit.

Monte Matue talked about the upcoming hunts and asked people to respect private property and hunt within boundaries.

Jim Spencer asked Monte where he is on his road grading schedule.  Monte listed roads he’d graded and when he graded them.  Monte addressed the members about what roads should really be graded and a discussion incurred including the road between Weaver’s and Dale Lee’s, Broderick’s cabin, old fire lanes, etc.  Jim Spencer made a motion to re-evaluate and redraw the gradable road map for the November general meeting.  Max Eddy seconded the motion.  Monte said he would try to provide copies of the revised road grading map at that meeting.

Dale Funk addressed the meeting attendee’s regarding the water and water rights on his property.  He stated that he was not stealing water from SCRA as insinuated by several property owners – that in 1967 he registered his “deep spring” with the State of Utah.  He stated that neither he, nor Kevin Karras are stealing water from the association.  Dale asked for a public apology!  Randy Rochelle said that during the drought Dale’s pond was completely dry one week and the next week it was full – where did the water come from?  Dale said he did not take the water and he wants the issue taken care of NOW.  Derek Hunwick said that the farm faucets have helped at the lower spring and the new line to the faucet had helped water availability at the lower spring this year.

Lynn Clark brought up the issue of paying double dues so people could get double hunting permits for one piece of property.  Per Monte Matue – the amount of permits per property would still be 6 maximum if dues were paid on that property.

Randy Rochelle made a motion to adjourn the meeting.  It was seconded by Amundsen.  The meeting was adjourned at 8:50pm.
