OLD BUSINESS
1.
Read and approve March minutes

approve minutes as read made by Jim Spencer, seconded by Randy Rochell.

2.
Gravel is underway
-
Slowly, very
slowly getting gravel spread from Ant Flat Road into Scare Canyon.
3.
Changes to hunting permits
-
Two changes to
this year’s hunting permits

Hunter’s have
access to dues paid property’s only
-
Cannot
discharge a weapon within 600 feet of a structure without (current)
dated written consent from property owner.
NEW BUSINESS
1.
Lower Spring problems
·
The
lower spring is plugged up – Ron Hill, Derek Hunwick, Ken Love and Joel
Thomson worked on it – used airtank to blow it out – still plugged –
connected temporarily from Derek’s spring to farm faucet at second gate so
they have water there. Fittings are broken to get water over the hill to
Mt. Quakes and Ken Love’s property.

Ken
Love stated that he had all 3 springs water tested at the Weber County
Health Dept and all samples came back drinkable.
·
Randy Rochell wanted to know how long ago he had them tested. Ken Love
stated July 17, 2006.
2.
Annual Work party/Picnic
·
Eleven out of thirteen board members were present.
·
Not
a lot of owners present at work party and barbeque
·
Randy Rochell stated we should not have on the 24th of July
·
Randy Rochell made a motion to have the work party and barbeque in early
June. The motion was seconded by Mardel Amundsen.
·
Mel
Larson stated that we should have a list of work to be done at the work
party and containing Dyer’s Woad should be at the top of the list. At least
be responsible enough to get it off of your own property.
3.
Driveway culverts
·
Randy Rochell brought up the culvert and posting near Derek Hunwick’s
property. Randy said when he was a VP for SCRA Derek told him he was
putting in a culvert for drainage only – but now road is posted and there is
a stake in the middle of it. Randy said Derek lied to his face – he has
that road blocked and trenched - Randy has been going up that dead end road
for 28 years for hunting – Randy said the culvert/trench was a “crock of
shit” – what makes that road any different than any other? It’s just a dead
end road.
4.
Damages within Scare Canyon
·
The
lock on the first gate was shot off; Joel Thomson had 22 bullet holes in his
motor home, camper and trucks; someone shot up decks and doors on a owner’s
property – these are likely not strangers, but owner’s, family members or
people they have invited up.
·
Cal
Pack said that Saturday, August 12 about 9:00 am when he came up the first
gate was unlocked.
·
Mardel Amundsen said she saw 14 vehicles on that same Saturday that had no
stickers.
·
Jim
Spencer reminded everyone about leaving the gates open – our properties get
trashed! Let’s protect our property.
·
Dale Funk said the second gate was added for a reason – why is it open, it
should be closed and locked like the first gate.
·
Tony Fox made a motion to keep the second gate open. His motion was
defeated. The vote was 17 to 15 by the land owner’s to keep the second gate
closed and locked.
5.
Cache County Deputies to Patrol Scare Canyon
·
These deputies will not just be here during the “hunting season”
·
The
deputies will be off-duty officers here to keep our area safe and secure.
Citations will be given to those without permits
·
Per
David Leshman, “we are not here to strong-arm- anyone” we just want to talk
to them, get to know everyone, give more assurances on security
·
Doug Stuart asked if the deputies would document their activities/actions at
our November meeting
·
These deputies will be doing this patrolling during their off duty hours and
only ask to hunt part of the time during the hunting seasons.
6.
Fire Grants
·
Ken
Love reported on the Cache County fire grant monies available. He said two
grants were out there – one for $34,000 and one to match “in-kind” work.
·
Ken
said the fire marshal came up during the work-party/barbeque, Ken and Joel
Thomson took him all around. The fire marshal said that all the work we did
for the barbeque and all work done during the work party would be counted in
“in-kind” monies.
·
The
fire marshal will send up a assessment team to check every property and will
also need two property owner “volunteer’s” who will let their properties be
evaluated for “fire defensibility”.
·
Mava Coffman and Dale Funk volunteered their properties for the assessments.
·
Ken
Love said we need to do the following things for the plan:
1.
determine cell phone locations
2.
cut
trees back
3.
get
rid of debris
4.
make wider private driveways
5.
educate about danger of forest fire
6.
identify on a “lot” map where structures are on your property
7.
“10
Year Rule”
·
The committee for determining the facts/actions of the Cache County “10
year rule” are as follows: Jim Spencer, Ray Gibbons, board member Monte
Matue and board member Ron Hill
·
These member’s have been to Cache County in meetings with a lawyer, and with
Mr. Larry Brunson, the Cache County surveyor.
·
Mr.
Brunson will survey/GPS all roads in Scare Canyon. Recommendations will be
made to a Cache County committee about which roads will be deemed “public”.
·
Mr.
Brunson checks old maps, photos, deeds, etc. to determine if a road is
public or not. He said that we are considered “public” – therefore our
roads which we have traveled over the years can be considered public. If a
road has been traveled by the public “within 10 years” it can be considered
a public thoroughfare.
·
Mel
Larson asked if a road is developed by private owners for private use – how
can it become “public”.
·
One
member asked what happens regarding the deeded right of way over Rocky Ridge
– per an attorney, we do have a stance.
·
Dave Casperson asked if these county roads could be classed as “B2” roads.
·
It
was asked if the board could contact the oil company and possibly get them
on our side.
·
Derek Hunwick stated that he contacted a reporter from the Standard Examiner
about the “10 year rule”. Derek stated that there was an article in the
paper about a Rich City man who was forced to remove locks from the gates on
his private property. What is the definition of public roads / private
property owners?
·
If
these county roads are possibly made into public roads – what is the private
agenda of Cache County?
·
Per
Derek Hunwick – Larry Brunson stated that he did not need approval from us
to survey/GPS in Scare Canyon. Derek sent him a certified letter stating
that since he was licensed, he could first contact us by attorney, second by
either Jim Spencer or himself before surveying our properties/roads in Scare
Canyon. He did this to show them our official position.
·
Dale Funk said it didn’t matter anyway; they have aerial photographs of
Scare Canyon.
·
Dale Funk stated that we should spend the money to write a “letter of
opinion” stating our stance on this issue. At least that would let them
know where we stand.
·
Per
Derek, Jim Spencer and Monte Matue – they are watching the events, and
especially Cold Water Ranch and their fight on this issue. If Mike Olsen
prevails, we can maintain all gates, etc. Jim Spencer says there is a 70%
chance Mike Olsen (Coldwater) will lose in Cache County. We have a lawyer
tracking this case for us.

motion to adjourn the meeting at 8:45pm. It was seconded by Jim Hicks.
