Ron Hill spoke about the water projects that have been put in place since 1969. He showed a diagram of the water system that SCRA started with and advised the Board about the changes made since then. Ron explained the issues of the water system. Ron brought pictures showing the water valves and pond depths in October. Ron said that he was approached about fire equipment and that SCRA is eligible to buy used GSA equipment. Ron spoke about the fires that we have had in SCRA. Ron advised that he has a 40 X 40 quonset hut that he will donate to store fire equipment in but we would need to have a piece of property donated to place it on. Ron spoke with a gentleman at the Fire Department and he said that he thinks that we need to have a fire truck. Chris asked Ron if he would look into a grant to pay for the equipment. Jack questioned the property right by the main gate and who it belongs to. Ron offered to help anyone with their projects. Ron suggested that we request to have Ruby Pipeline plant trees on the sides of the pipeline.

OLD BUSINESS: Lorie Ross read the 8 March 2011 Minutes and they were approved as read.
NEW BUSINESS:
- Ray said that he has tried to get a hold of the Cache County Attorney and he has left a message with his Secretary.
- Ray questioned if the Board wants to have a vote at the next general meeting to approve all by-law changes to make sure they are legally changed. Per the by-laws, all by-law changes have to be voted on in a special or general meeting. Ray said that what we need to do is legalize the by-laws that are in place currently. Chris questioned the urgency of the issue. Jack stated that the changes made by ballots mailed out are not legal. Discussion about if we need to call a special meeting for the vote. Mike questioned the discussion about the by-law changes that was made during the general meeting. Marilyn wrote the results on the white board and the members agreed to the changes. Mike said that he would like to send out a proposal that we accept considerations of by-law changes for a specific timeline. All agreed that the by-laws were agreed upon at the general meeting. Any amendments will be voted on in future general meeting.
- Discussion about the multi owner lots, keys and dues. Chris stated that we need to define ownership and deeds. Jack stated that we need to define the members and the question about prior to membership 2002.
- Chris stated that he got with the engineer and we have the extension for the water until 2014 but we need to proceed as soon as possible.
- Bob wrote up a list of requirements that we need to take to Ruby Pipeline upon completion. Discussion about the meeting with Ruby Pipeline and what we should request of them. Chris suggested that we ask for additional money. Ray said that we will set up a meeting before Ruby Pipeline goes back into SCRA. Bob suggested that he have a meeting before then to talk only about Ruby Pipeline. Bob submitted a gate design. Ray said that if anyone else has ideas please bring them forward.
- Mike handed out a proposal for hunting permits and asked the board to review the motion for the 2011 hunting season. Discussion about the distance of 600 feet that you have to be from a building in order to shoot.
- Doug asked about late fees on the lots that we are still determining as membership. Sherri questioned the checks that come in a couple days late.
- Sherri said that she received a bill from State Farm. Ray said to ignore the bill because we are with Farmers. Bob will call them.
Chris motioned that we adjourn, Jack seconded the motion.
