BOARD MEETING MINUTES

September 23, 2008

Weber County Library

Meeting began at 6:00 p.m.

Ray Gibbons Conducted the Meeting.

Old Business: 

Marilyn read the September 17, 2008 Board Meeting Minutes and they were approved with minor correction.

New Business / Agenda:

1.  KEYS

Discussed the distribution of keys, removal of the double-lock on the gate, and keys as addressed in the 2007 Bylaws.

Bob needs to get with Doug for keys for the Sheriff.  Bob will sign receipt for the keys, then Ray will sign for receipt from Bob.

2,  RUBY PIPELINE

Sketched the proposed route on the SCRA map, discussed the impact will be less to prospective properties than previously anticipated.

No new updates at this time.

3.  WATER

Tanks, fittings, lines are ready for the backhoe to complete installation.  Not sure which day, but will need everyone’s help.  Tank is already 5/8s full.

Chris volunteered to help, the rest of the board said to let them know which day and they would try to schedule time accordingly.

4.  PUBLIC ROADS

Attorney has requested all Cache County records showing access on SCRA roads.  All are available at the surveyor’s office.  Attorney also requested a meeting, and Ray will keep us posted on when it is scheduled.  Ray told the attorney he would like this meeting to show we (SCRA) are interested and earnest

5.  MISCELLANEOUS

Discussed SCRA Non-Profit Organization tax exempt status – does it qualify us to be exempt from paying State sales tax?   Marilyn addressed SCRA letter from the State of Utah in June 1982 stating it does not exempt us from paying State sales tax.  Ray will contact the State for an update.
