OLD BUSINESS:
Marilyn read the November 13, 2008 General Meeting Minutes and they were approved as read
Marilyn announced that we have a new Host Server for the SCRA Web Page. New address is:

NEW BUSINESS:
- Association Picnic and Clean Up Day is set for Saturday June 27, 2009
- SCRA funds, resources, and time was spent predominately on water improvements during 2008
- Road improvements were made as needed during 2008, and for 2009 road improvements will be the main focus
- Ray gave an update that he had spent the day in Cache County, and for those who did not know, the Cache County Attorney has resigned. As a result, all meetings between SCRA and Cache County are on hold
- Ruby Pipeline is pressing forward and in early Spring will be laying out the route. Ruby Pipeline rep said currently the GPS boundaries are off from the property boundaries. Until this issue is resolved, it may hold up laying out the pipeline
- Ray asked Marilyn to mail a postcard to all property owners with the new web address, and date of the Summer Picnic/Clean Up Day
QUESTIONS FOR THE PRESIDENT:
- What is status of attorney/public road issue Ray stated attorney is ready to meet as soon as Cache County appoints an attorney and will start scheduling meetings
- Who is our attorney Mr. Mark Pollot, experience from the Washington DC Land Office, is very familiar with land laws, has written land laws
- Have we had good donations to our SCRA Legal Fund Ray stated yes, an assessment to property owners at this time is not necessary, if we go to court, we may need additional funds. Sherri stated there is approximately $2,260 in the account, plus more donations made tonight. Attorney fees for Phase I in the amount of $2,950 have been paid
- Are the year end financial reports available yes, you can pick up copies from Mary Lou Heslop after the meeting
- Can multiple owners on a lot get more than 4 keys when all owners have paid their dues Yes, the lot owners described in the By-Laws (subdivided prior to March 15, 2002) can get 2 additional keys per paid dues owner according to the names on the deeded tax list. Discussed By-Laws Article II Members Section 2. Membership Interests
- What does it take to be a member, and what are your rights discussed By-Laws, Article II Members Section I Qualifications.
- Reference "Little Paradise" that has the name "Little Paradise" on the deeded tax list, and the 10 members names are not on the list Steve Critchlow spoke on behalf of Little Paradise and stated that when you view a copy of the deed, all owners names are on the deed
- Where are we with the Hideout, assessments, dues, road maintenance, etc. Ray said there are no updates at this time, nothing has changed
MOTION:
- Randy Rochelle made a motion: If you qualify as a member and pay your dues, you are entitled to full membership rights regardless of how many are on the deeds, as subdivided prior to March 15, 2002.
- At this time discussion continued of the By-Laws, a second was called for, Jim Spencer seconded
- Ray said this is in line with the By-Laws, Article II, Section 2, and called for a vote by raise of hands
- Marilyn counted the votes 24 in favor, 10 opposed
- Dave Spilker made the comment that no vote is necessary as it is already in the By-Laws. The By-Laws need to be reviewed and be indisputable
- Stacey Shelton made a motion to move on, Jane Matue seconded
FIRE PREVENTION UPDATE:
- Debbi Spilker updated information previously passed on from the Fire Marshall Fire Marshall advises you keep a perimeter of 30 feet around your cabin cleared of debris, deadfall, etc, not 200 feet as stated before. The Fire Marshall would also like to see sprinklers in the cabins, but this isnt feasible
- Ray said there was no other business on the agenda, and if no one had anything else, the meeting could adjourn and all could socialize and enjoy the refreshments
- Stacy Shelton made the motion to adjourn, Randy Rochelle seconded
