Ray Gibbons, President, Conducted the Meeting

 

Members Present: 

Mike Dean, Chris Roby, Jack Amundsen, Doug Stuart, Joel Stewart, Joel Thomson, Max Eddy, Bib Wallis, Sherri Roby/Treasurer, Lorie Ross/Secretary/Web Master,

 

OLD BUSINESS:

 

Alice Gibbons read the November 9, 2010 General Meeting Minutes and they were approved as read. 

 

NEW BUSINESS:

 

Ray spoke about bill # SB278 passed in June about a 3 year fund.  This must be completed by July 2012.  Ray spoke with an attorney and he said that we can just evaluate our expenses and put that amount into a fund. 

 

We had 82 landowners in 2010 that did not pay dues.  This puts a burden on the landowners that do pay.  The Board has decided to go with a firm called Fatheringham Lawyers to help in the collection of dues.  We have not signed with them yet, but we will see how it looks with dues this year.  And we may bring them on within the next month.

 

Water deadline is 2014, any water that we are not using will be taken back as state property.  We want to develop as much water as we can to keep as much as possible.  Randy Rochell questioned what springs we will develop, Ray stated that we want to look into some up on top and spring #25-4686.  Bob Wall questioned whether or not we have meters on the springs. 

 

Kathy Rochell questioned where the money will come from to put money into a special fund and also develop new springs. Are we going to have a dues increase or where is the money coming from.  Ray said that if we can get the landowners to pay it should cover, but he doesn’t want to put a burden on anyone by increasing dues.

 

Ray said that Ruby Pipeline is going to pay for a new front gate.  Ray asked for suggestions and drawings be submitted so that we can come up with a design.  Steve Critchlow asked how much Ruby Pipeline will put up.  Ray said that Ruby Pipeline will make the gate per our design. 

 

Clean up June 25th at the Gibbons property.  We ask anyone that can attend, please attend.

 

Randy Rochell questioned whether or not we will have problems with the water due to the pipeline.  Jack stated that Ruby will have to repair any problems.  Ray said that according to FERC they have to satisfy us.  Janae Matue questioned how we are going to secure the borders.  Ray said that we have requested barriers at every entrance into SCRA.  Joel Stewart requested that everyone inform the board about areas that need repair.  If we can come up with all the issues before the project is completed then it will make it a lot easier.  Bill Shurtleff questioned when Ruby will be finished.  Ray said weather permitting, but it will be early summer.  Kent Whiteman suggested that everyone let the board know and they can request Ruby to place rocks.

 

Steve Larson stated that he was concerned about his property and they were very cooperative.

 

Steve Larson question about the Hideout and roads.  Ray stated that with it still in litigation we cannot talk about it.

 

Nona Ellis questioned whether we can vote on the design for the gate.  Ray said that we can call a special meeting.

 

Kent Whiteman questioned the 82 members that did not pay.  Ray advised that we are out 10,000 dollars.

 

Don Todd questioned the collection attorneys and how comfortable they are in collecting.  Ray said that they will send out 3 letters and then if no response then they will put a lien on the property.  Chris Roby stated that we can go back prior years.  Ray stated that we will not go back prior to this year because we want to start fresh this year.

 

Kent Johnson questioned the rock barriers to the pipeline and the procedure.  Ray stated that all we need to do is tell them.  Jack Amundsen suggested that each person contact them with the problems. 

 

Randy Rochell made a motion to adjourn, Nona Ellis seconded.
