Meeting began at 7:00 p.m.

Ray Gibbons, President, conducted the meeting

Members Present:

Ray Gibbons, Chris Roby, Jack Amundsen, Bob Wallace, Max Eddy, Mike Dean, Joel Thomson, Doug Stuart, Sherri Roby/Treasurer, Mark Ross sitting in for Lorie Ross/Secretary/Web Master

Excused: Joel Stewart

 

OLD BUSINESS:  Mark Ross read the March 10th 2011 General Meeting minutes and they were approved as read.

 

NEW BUSINESS:

 

Ray stated that he met with ruby pipeline and they want to be out by the end of this week.

Ruby has agreed to perform a number of issues including securing the boundaries of SCRA.

Ruby has to receive approval from SCRA in order to receive approval from the energy commission.

 

Ray stated that someone has damaged Ruby equipment on Ant Flat. There was 65,000 in damage to the equipment. Ray asked for SCRA cooperation in attempting to identify the culprits.  Max Eddy stated that the pipeline is fully charged and it would have been devastating if the line were punctured. The sheriff was also called and they are investigating.  Ray stated that Ruby pipeline asked him to inform SCRA members that there can be no digging, post driving, or any kind of work on their easement. The amount of energy released would level all or most of Scare Canyon.

 

Riley Skeen Jr. asked about the list of item that are to be met by Ruby. Ray stated that one of the items was security…ie fencing, rocks, gates, etc. Roads, culverts, bar pits and barriers were also mentioned. Riley asked if the list was available for them to look at. Riley asked for everyone to be vigilant about security.

 

Dale Funk asked if SCRA has a spot where they could put a fence or barrier.  Ray stated that there were several areas.

 

Nona Ellis asked if they were going to pay the land owners before they leave the area.

Nona stated that she was only paid half of her agreement.  Bob Wallace stated that there will be two payments made by the pipeline.  Ray stated that he was not aware of any funding withholdings and said that he would not sign of until all members are paid.  Ray thanked them for the information as he was not aware of partial payments.  Chris Roby stated that the board would fully support SCRA members on payments and repairs prior to signing off on the completion of the project.  Riley stated that he understood the importance of contacting Ruby with concerns prior to them leaving.  Coordination of members and the Board is most important.

 

Brian Knot said he was up to Scare several weeks ago and he noticed that the road substrate was destroyed. His concern was that when moisture gets in, the roads will deteriorate badly and the substrate will need to be repaired correctly.  Randy Rochelle stated that the damage may have occurred from the 10 wheelers from John Lewis’ crew hauling gravel.

 

Ken Love asked if the board is happy with the roads. Ray stated that they were not completely satisfied and there was still negotiation.  Janae Matue asked if spring drive was going to be repaired. Ray said it was in the plans.  Ken Love said he seen a lot of damage on those roads as well. He asked if some gravel could be brought in. Ray said he agreed.

 

Ray stated the he was planning on asking for more money for road damage.  Ken Love asked if it was going to be started this summer.  Ray said yes, they were planning on starting this summer. Maybe as early as next week.

 

Randy Rochelle asked what the issue was going on with the gate issue. Ray stated that Ruby was donating 36” piping and 8” piping for culverts and gates.

 

Ray stated that there will be no hunting on the hideout property. Ray asked if there were any moose permits issued for SCRA.  Ray asked that there should be a member present with any guest hunters so they could verify their legal presence.


Bob asked if there were any volunteers to help with security on the rifle hunt.

 

Chris Roby said there have been many instances of the main gate being left open. He asked everyone to ensure that the gate remain closed and locked.

 

Dale Funk stated that he had a steer killed on his property. He was not sure the cause of death but was concerned.

 

Riley pleaded with the members to please lock the gate and if you see it open, please lock it up.

 

Dale asked if there has been travel on the pipeline road. Ray stated that there has been.  Sheri Roby said that part of your right as a member is to stop anyone to ask them if they are on SCRA property legally.  Max stated that this issue has been brought up many times but members still do not use the decals as they should.

 

Tom Whitaker asked if the hideout members get a key. Ray said yes. Tom asked if they got a decal as well. Ray said no, they are not members of Scare so they do not get a decal but the hideout said they would issue a decal of their own.

 

Ron asked if it may be a good idea to get sheep in there to get the fire danger down. Ray said it was up to individual landowners as to whether or not they wanted sheep on their property.

 

Bob Wall stated that there was only one county sheriff to protect SCRA. Chris Roby said there were now two. Bob asked that members should not deputize themselves to try to stop anything, but rather gather information such as descriptions, license numbers etc.  Get the information, and report it to the sheriff.

 

Dale funk asked if anyone knew who built a nice new fence on his property.

Ray said he knew nothing about it.

 

Randy Rochelle made the motion to adjourn. Jack Amundsen seconded it.
