OLD BUSINESS: Marilyn read the March 10, 2009 General Meeting Minutes and they were approved as read.
ANNOUNCEMENT: There was a tragic automobile accident; Jim and Val Nelson’s son, Caleb, was killed. We all extend our condolences and deepest sympathies to the Nelson family.
NEW BUSINESS:
- Ray and Board Members met with the State Water Engineer, Wil Atkin, and he reviewed the water system at the Lower Spring. Wil said the water system looked good, and his only concern was that the water is for domestic use only. Ray said we still need to get the water use rules and regulations so we are not in violation of any mis-use. We will post to the SCRA web page that the water is non-potable to ensure the word is getting out. Tom Whitaker commented he thought Domestic use meant you could do anything you wanted to with it – water your yard, use for a duck pond, etc and asked and if there had been changes in the water regulations. Discussion followed on “use indoors only, metered flow in/out” etc.
- New waterlines have been installed by paid members below the second gate and have been turned over to SCRA. SCRA water must run through SCRA-owned water lines.
- Ray, Board Members and Mr. Mark Pollott met with Mr. James Swink, Cache County Attorney, regarding road issues. Ray offered to take Mr. Swink to Scare Canyon and show him the roads that were developed, maintained and owned by SCRA. Mr. Swink agreed to go look at the roads and Ray will follow up and schedule a date/time to take him. Jim Spencer asked if our attorney was present, and Ray said yes – Mr. Mark Pollott was present as a consultant only. Bob Wallis commented we must stay vigilant on the public road issue.
Ray asked if there was any other business.
- Sherri Roby announced we received the $500.00 check from the State of Utah for our Fire Prevention hours. She was asked if the Financial Report was ready to be posted to the web/handed out and she said she was still working on it.
- Doug said a motion is illegal if not voted on properly with a review of paid members and handing out ballots. Discussion followed that you can’t go back and change motions made or voted on in past meetings, Ray agreed and for future motions/votes we will follow the established By-Laws.
- Janae Matue commented Spring Drive is pretty nasty and you can’t get up it without being in 4 wheel drive. Monte said Ray needs to take the blade to it all the way to the top. Ray commented that by time the roads had dried out enough to get to all of them, Spring Drive was too dry and we need more moisture before it could be graded properly. Hopefully with the rains forecasted he will be able to get it. Monte said Ray is doing a fantastic job as President of SCRA, but he thinks Ray is trying to do too much without delegating it out. Monte said his offer still stands to help Ray grade the roads. Monte also commented we need to work on the culvert in lower Cottonwood Canyon.
-- Alice said Ray could use help, and although the board has been helping him on everything, there is a lot going on and more help would be appreciated.
- Ron Hill discussed congressional money available for road dispute and we need to follow up on it. Also asked what we can expect from Ruby Pipeline on their use of our roads. Ray said Ruby Pipeline stated they will have to use sections of our roads and they have agreed to return them to better condition than they are now. Mike asked if they didn’t say they would put this in writing, and Ray agreed they had. Ray told the Association he had a meeting scheduled for the next day (August 6) to discuss the finalization of their route and discussion on the roads.
- Nona Ellis asked if anyone has seen many animals this summer…comments followed a few deer, elk, moose, nothing like in the past. Nona asked if we could stop hunting for the next year (2010). Ray said we will dedicate time at the March General Meeting to fully address all our options and find an option that would be agreeable to all.
- Question was asked if we have an update on the Hideout. Ray said there currently hasn’t been any more talk, however John Lewis contacted Ray and mentioned he (John Lewis) may want the Hideout to become a member of SCRA. Ray told him this would have to be proposed and voted on by the Association.

-- Is Hideout putting in a gate at Rocky Ridge – Yes, they are
-- Ron Hill – we must ensure all roads within SCRA are for private use only – egress and ingress for property owners only
-- At this time several issues were discussed regarding the public road issue and Hideout issues. Notes have been given to the President and due to sensitivity will not be posted to the web. Please contact Ray Gibbons for full content.
- Mary Lou Heslop said the gate was closed but not locked on Saturday. Monte said the lock looked like it had been damaged by a hammer and he had a hard time getting it to lock. Discussion followed that Doug has a new lock and he could switch them out.
- Comment was made the valve on the Main Spring had been left open and Ray reminded everyone it is their responsibility to ensure they shut the valves after getting water.
- Jim Spencer made the motion to adjourn, Nona Ellis seconded.
Ray invited everyone to stay and socialize, and for those still needing Hunting Permits Mike Dean would be available in the front office area.
