  SCRA Board Meeting Minutes – January 13, 2005

 Minutes:           Bonnie Love

 The meeting was called to order at 6:07 p.m.  The September minutes were still in draft form but were very difficult to read so not approved at the meeting.  Bonnie Love will attempt to rewrite and get approved.

Randy Rochell went over problems with water at the second gate.  He talked about bringing another line to Derek’s and then take another line to the hydrant equaling a “bypass”.  It would probably take about $200.00.  He asked the board members to look over his drawing and let them know their thoughts about his idea.

 Ken Love said that he, Ron Hill, Randy Rochelle, Ray Gibbons and Derek Hunwick should get together and talk about the lower water situation.

 Derek Hunwick mentioned that he wants another water tank – another storage of water because in September we are almost out of water.  Derek also mentioned that he bought Griffith’s property and wants to (personally) develop a spring and place a tank there.  Derek will let us (“SCRA”) siphon off of his new water supply.  Derek also believes that we run out of water at the lower spring because one of the property owner’s fill their pond constantly.  Randy Rochelle indicated that he will have a sub-meeting to discuss water issues.

 Per Bill Amundsen, Tony Fox will be in charge of Security for Scare Canyon but will not be available during deer season. Bill said Tony can’t and shouldn’t be responsible for all of security – the board members need to make sure everyone has stickers and visitor passes.  Also, Bill wants to know the cost of “Security” signs for all of the board member vehicles – which would give us much more “security” scope.  Bonnie Love will check on pricing for magnetic “SCRA SECURITY” signs for 12 vehicles (24 each).  Randy Rochell mentioned that he thinks members should have SCRA stickers on their 4-wheeler’s too.  Monte Matue said SCRA Security caps, t-shirts, anything like that would also be good exposure for security.

 Randy pulled the lock and key off of the 4-wheeler gate during the rifle hunt.  The key was gone again and Gordon Owens replaced it.  While talking about key issues, Stacy Shelton mentioned that we should look at the number of gate keys given out and price them a little differently.  The board discussed the example listed below and will consider some options.

Ø      6 keys maximum per land owner

Ø      1-2 keys = $7.50 each

Ø      3-4-5-6 keys = $65.00 each

Ø      After 6 keys = $1,000.00 deposit

 Monte Matue mentioned that the association needs someone to maintain the grader.  He has been spending most of his time working on it instead of using it.  Cal Pack and Gordon Owens mentioned Jerry Baker and Gordon will talk to him about maintaining the grader.  Doug Stewart wanted to know how many people can run the grader – it was decided one person only – possibly Ray Gibbons or Monte Matue.

 Stacy Shelton gave copies of the latest SCRA financial statement to the board members.  She brought up the topic of SCRA dues for 2005/2006.  Will they stay at $80.00 or should they be raised to $100.00?  Other items she opened for discussion/motions were getting bids for SCRA insurance.  Currently it is $3200.00 per year – what exactly is our coverage and are we paying too much.  The final item was salaries – which are fixed according to the by-laws every year for the secretary and treasurer.

 A motion was made by Cal Pack to increase the salary for secretary and treasurer to $250.00 per year.  This was seconded by Randy Rochell.

 A motion was made by Derek Hunwick to pay the standard IRS rate for mileage for use of our grader.  (Current IRS standard is 40.5 cents per gallon)  It was seconded by Randy Rochelle.

 The final motion of the night was to allow Bonnie Love to register a domain name on the internet for Scare Canyon and to pay for a web site for the association.  The motion was made by Randy Rochell and approved by Derek Hunwick.  All motions listed were passed by the board.

 The first board meeting of 2005 was adjourned at 7:50 p.m.
