Derek Hunwick
began the meeting by welcoming returning board members and introducing new
board members. He introduced his (selected) Vice President’s: 1st
Vice Monte Matue and 2nd Vice Ron Hill and newly elected board
member’s Bill Shurtleff and Kerry Dykster.
The minutes of
the September 5, 2005 board meeting were read and approved as read.
Derek went over
some “new business” points:

There are only
10 meetings per year and board members are expected to be present – unless
previously excused.

Having the
board meeting minutes posted on our website (scarecanyon.com) one week
after they are approved.
-
He urged the
board members to read the by-laws (Bonnie gave copies to Ron Hill, Bill
Shurtleff and Kerry Dykster).

The water
meters need to be read the 30th of May and the 30th
of October each year. Readings should be given to the secretary to be
recorded.

New board
members need to get involved with hunt and trespass issues
-
Board members
need to talk to property owners and get their input on issues and how to
improve Scare Canyon for everyone.
Before going into
the agenda items, Derek asked Monte Matue to pick up the two “Security”
signs from Max Eddy and give key# 338 to Dave Richardson.
Agenda Items –
Derek began and went around the table to get input. (Some of the items will
be grouped because several members talked about the same issues:

Derek: we need
to get somebody to bring in road-base/gravel and start putting it down
from the Ant Flat turn off. Trespass, hunting, security – huge issues:

Trespass/hunting/security – what are we going to do as an association?

Hunter’s
making illegal roads; many want to post their properties (Bill Shurtleff)

Hunting/security/patrolling – can we hire someone outside of SCRA (Cal
Pack)
-
Hunting
permits – reward for paying dues? (Kerry Dykster)

Owner’s with
2 ˝ acres – why do they get to hunt all of Scare Canyon?

Hunting not
that big of an issue if they use common sense (Monte)
-
Check people
for sticker’s, visitor passes, ask questions protect Scare Canyon (Cal
Pack)
-
Posting
property – no hunting – what does that really do?
-
Separate dues
from hunting permits (Kerry)

Ken: Excited
to get into a positive action! Why do we have an Association? Roads for
getting to our property, water while we’re there and hunting which now is
slightly better than going to the national forest. Scare Canyon is NOT a
“hunting club”. Also, why doesn’t SCRA buy a 2 ˝ acre lot down by the
second gate? It could be used for picnic’s, keeping the grader, fire
fighting equip, etc.

Cal:
We need agenda items and an outline. Contact Bonnie for any agenda items
and she will add before next board meeting. Cal wants to see some work on
roads, security, and trespass – can we recognize those who don’t belong.
Money – if we have it, let’s use it on road and water improvement.

Ron/Ken: Fire
Prevention; we need to leave information with Cache County Fire Dept.
Verify with Ray Gibbons what we can do for fire.

Monte: We need
to put down more gravel; we need wider roads; member’s need to cut brush
back from their own roads – at least the width of a backhoe. Grade the
back of Rocky Ridge.

Bill: Is
$80.00 enough for dues?

Kerry: Keys –
what are we doing about keys? What is the fine for finding a key? Is it
$150.00? Fire Prevention: what about a control burn?

Doug: Permits
by Indians to hunt? December 7th – 4pt buck taken – what are
the rules? Why is Olsen’s property by Derek posted? Hunter’s aren’t
going to like that. What about another 4,000 gallon water tank? Derek
said that is delayed – leak at lower faucet fixed.

Joel: passed

Ron: 4-wheeler
riders a serious issue especially during the week; What about speed bumps
to slow them down? Log cabin and Rosser’s place sold for $279,000 and
$180,000 respectively – we’re going to have tax problems!

Bonnie:
Stickers need to be ordered for dues meeting; could the secretary have an
advance of monies towards supplies for the picnic – it is usually over
$600.00 which is a lot to carry for an individual person.
A motion was made
by Monte Matue to order the 2006 sticker’s (750 each). It was seconded by
Ron Hill. Bonnie will order the stickers.
MaryLou Heslop
(Treasurer) will get release signatures from Bill Amundsen and Mike Guthrie
on our bank account. New check signers will be: Derek Hunwick, Ken Love and
MaryLou Heslop.
The first agenda
item for the February meeting will be: TRESPASS.
The January
board meeting was adjourned at 7:35 pm.
