OLD BUSINESS

Review/approve/change June minutes
-
The June
minutes were approved with two corrections
-
Cal Pack –
status of fire plan
-
Cal
was not present at this meeting. Derek said he did leave a telephone
message asking if he invited the two fire people to the
work-party/barbeque. He did not get an answer. Derek asked the board
members if he could give the fire plan project to a different board
member because of the timeline involved in getting the plan completed to
qualify for some of the grant money. The board said he was “President”
and could put someone else in charge of the project. Derek asked if
anyone wanted to take it on – no one volunteered. He then asked Ken
Love to take it on and Ken asked the board if anyone had any objection –
none did. He then got volunteer’s Joel Thomson and Jim Hicks to assist
with the project.

Tony/Kerry…status of improved security

Tony liked
the way we gave out more stickers – now people can have them on ATV’s,
etc.

Kerry Dykster
discussed the email regarding trespass he received from Cache County
Deputy, Chad Hess. Chad said trespass was a “tough” one and that we
would do better talking to the DA about trespass and what we can do
“legally” about trespass.

Tony stated
that the officer’s patrolling in Scare Canyon have to be deputized in
Cache County because any violations that are written up would have to go
through the Cache County legal system. Tony feels that most of the
problems we are having in Scare Canyon are being caused by our own
property owner’s, their guests and family members – not outsiders.

Ron Hill
thought it would be a good idea to put a “private property” sign on the
front gate.

Doug Stuart
brought up changing the keys and locks – he has a price of $5,000 for
800 keys and 10 padlocks.
-
Jim Hicks
said we should talk to other associations – that they are very
interested in trading keys and locks and there would be little or no
cost involved.
-
Per Tony, the
set dollar fee for an off duty officer to patrol Scare Canyon randomly
and during the hunting season would be $250.00 per day.

Monte…status of
gravel
-
Monte updated
us on the gravel – thought it would finally be delivered next week.
He’s had grader problems, the gravel company changed again, but price
will still be in same range per ton and delivery charges. The truck
will deliver 20 ton at a time.

Cleanup/picnic…of eleven board members, only three provided input as to
what they would like to accomplish Saturday. A list of items follows:

Paint upper
spring “shed”

Dyer’s Woad

Weed eat
turnoff at Ant Flat Road to Scare Canyon

Trim
brush/trees from roads

Repair downed
fence

Push large
rocks out of ditches by side of roads
Derek asked if
there were any other items to be added to the above list. Doug Stewart said
he was going to repaint our two main gates. Monte said we needed to pull
fence posts on Cottonwood. Monte talked about making a culvert but has to
check with the gas company first – the gas pipeline is right where he wants
to do the culvert work.
Tony Fox made a
motion that it be the Board’s position be to continue to improve, maintain
our roads as if they are going to stay private – not public. Ken Love
seconded the motion. None opposed.

We need to know
who on the board is NOT going to participate on Saturday. Bonnie
needs someone to bring more ice on Saturday. She also needs canopies or
tables if anyone could loan for the barbeque.

Need check for
Harrisville Cabin cleaning deposit – made out to “Harrisville City” for

Hicks made a motion to give Bonnie the $150.00 cleaning deposit check.
Monte seconded – none opposed.

Give insurance
policies to Secretary

Have Treasurer
deposit insurance rebate check for $199.89
NEW BUSINESS
-
Small security
signs, hang in vehicle or on ATV
1. Bonnie is
going to check with Ellis printing about small security signs for the board
member’s to hang in their vehicles. A motion was made by Ron Hill to
purchase 12 signs if the cost was $50.00 or less. Seconded by Kerry Dykster.
None opposed.

Authorize some
backhoe work
1. It will cost
about $70.00 to $75.00 per hour to have some backhoe work done. Derek will
do a “phone call” vote when it’s time to do the backhoe work.

Changes to
by-laws…timeshare/rent, VP’s from elected board members? Trespassing
1. Derek asked
that the board members think about the above items and whether we should
change the current by-laws.

Amerigas will
be coming up to Scare Canyon to fill propane tanks on August 17, 2006.
Someone would need to be there to show where cabins are. They would like
an announcement in our August letter (Bonnie)

Ron Hill stated
that we (the association) need to put some money away each year towards a
new grader or major repairs on the existing grader. After some
discussion, a motion was made by Ron Hill to create a “rainy day fund” of
$2,000.00 per year towards purchase of a newer grader or repairs on
existing grader. It was seconded by Bill Shurtleff. None opposed.

Bill Shurtleff
wanted to know if the association income will increase in the next 5
years… If it is not going to increase significantly, maybe the board
should consider raising the dues to $100.00 per year.

Jim Hicks
wanted to know if there was any way we could rent, borrow some type of
water truck for the dust on the main road. A discussion ensued and Monte
talked about brine solutions being used. Ken Love and Jim Hicks will find
out if some type of water truck could be considered in the fire plan. Jim
just stated that we need to address some means to control the dust during
the summer months.
No other new
business
Tony Fox made a
motion to adjourn the meeting. It was seconded by Jim Hicks. None
opposed. The meeting was adjourned at 8:30pm.
