Bonnie Love gave
out copies of the approved January minutes and road maps defining major
roads of SCRA for grading purposes. Monte Matue gave copies of up-to-date
expenses for the road grader.
Derek Hunwick
began by discussing water leaks at the lower spring, mentioned how water
meter is constantly “spinning” and commented that there is water under the
tank too – indicating a broken connection at the tank. He wants to purchase
250’ to 300’ of black poly pipe about 1 ½” diameter to run from tank down to
the farm faucet. Max Eddy said he could get the pipe for “cost plus 10%”.
A motion was made by Randy Rochelle to purchase the pipe and replace the
faulty pipe. It was seconded by Max Eddy.
Monte asked if
Gordon Owens had contacted the grader repair person. Gordon had not
contacted him about working on the grader. Monte said the grader just “shut
off” after making 2 ½ passes on Rocky Ridge. Total repair bill this month
is $690.26. Max Eddy made a motion to pay Monte for parts and labor for the
grader – approximately $1400.00. It was seconded by Randy Rochelle. Stacy
Shelton mentioned that we do not have to make a motion to pay for the work.
We just needed the receipts.
Derek Hunwick
wanted a motion made to repay him $88.14 for replacing broken flat locks,
pipe, and green boxes at the lower spring. Again, Stacy said we did not
need a motion to pay Derek, we just need the receipts.
A lengthy
discussion began again about lower spring water issues. Derek suggested we
tighten security at the lower spring, if we find someone tampering with
anything there, take away their water and hunting rights. Derek gave Bonnie
a list of rules he wanted to distribute to Scare Canyon property owners. It
was suggested that Bonnie might do a “flyer” listing water rights and
possibly include it in the August hunting letter.
Ken Love
reminded the board members that access to the springs for maintenance and
upgrades cannot be restricted by the land owner. Derek cannot deny access
to the lower spring just because he decided to build his cabin near it and
use the existing access road to the spring as his personal drive. We need
to be careful about applying rules we cannot enforce equally.
Stacy brought a
spreadsheet listing parcels and members associated with those parcels hoping
that it could possibly help with the issue of how many hunting permits would
be distributed per parcel.
The meeting was
adjourned at 7:20pm.
