General SCRA Meeting

Weber County Public Library

7:30PM, March 10, 2005

7:35PM Bill Amundsen welcomed SCRA members to the General Dues Meeting.  LaMae Hunwick read the minutes of the last general meeting held in November, 2004.  Bill asked if there were any changes to the November minutes.  There were no changes or remarks.  Minutes were approved by Bill Amundsen as read.

Bill discussed the following items:

  • Tony Fox is over Security
  • All board members would help with security
  • Security signs would be provided for board member vehicles
  • Tony/board members will monitor 4 wheelers, cars and trucks
  • Working on lower spring water – possible use of existing tank or adding new one

Derek Hunwick talked about the water meeting that was held at Randy Rochell’s saying that they are going to check the spring to see if there are any illegal hookups. They also discussed different alternatives to help out lower spring like running parallel lines from the spring to the 2nd gate.

Bill Shurtleff wanted to know if there were illegal hookups.  Derek said we are not sure, but water is disappearing, so a test will be done that will also find leaks in the line.  Per Derek, the water belongs to the association.  It is just how they are receiving their water that is the issue.

Kelly Spencer commented on how nice Rocky Ridge is.  Bill said we would probably do more road improvements this year using road base.  Monte has volunteered to do maintenance – someone said “hallelujah”!

Gordon Owens said he contacted Jerry Baker and he has agreed to do maintenance on the road grader.

Bill said we will let everyone know when the work party would be held and send out more details when the board set a date.

Tom Whitaker had a suggestion about security - suggesting that besides decals, have everyone put their lot numbers on their 4 wheelers.

Ron Hill is concerned about the Coldwater cattle and giarrdia.  He suggested we need to fence around the springs - at least a couple of springs or we are going to get our water taken away.

Ray Gibbons said we are set up for 25 animals and the rest domestic and we are approved for these.

Dennis Bollom stated that we state in the minutes (tonight) that 20 years ago it was said that we were going to fence 100’ around the springs to protect them.

Jim Spencer said the fence was supposed to be 25’ square (100 square feet).

Lynn Clark said he and Ray Gibbons went through all of the meetings that were ever written and did not find anything like the above comments.  When the water was changed to domestic, we had a 4 year exchange; we need to forward to the state the improvements with the rights from when Ray Gibbons was President – i.e. locks, meters on the springs.

Monte stated that we all need to help keep the fences fixed.

Ron Hill stated that the Coldwater wrangler cannot keep up.  Also, Mike Olsen needs to develop his own springs so his cows do not break through the fences.

Bill mentioned there is a new SCRA web site; the board’s concern about keys, accounting for keys that are out, prices for keys and also insurance bids for the association.

Ron wanted to know what will be done about graduation.  Bill stated that the board members will discuss and come up with a plan – see what Tony Fox thinks and said that we are open for suggestions.

Lynn suggested we take the keys away from person(s) that are intruding and give them to Tony Fox or Randy Rochell.

Tony said he may be in Scare Canyon during graduation time.

Lynn Clarke discussed why Gutherie’s are paying double dues and possibly getting more permits and he is a current board member.

8:40PM the meeting was adjourned
