 SCRA Board Meeting Minutes – May 19, 2005

 The meeting was called to order at 6:04pm.  Everyone on the current board was present.  Bill said we would begin by discussing keys.  Randy Rochelle began by saying there are currently 611 keys out.  Per A-1 Key, to have 800 new keys and rekey 4 gate locks, the cost would be approximately $6700.00 – question was brought up – “do we need to rekey?”  Further information given by Randy indicated by average there are 2.5 keys per each 10 members.  Max Eddy wanted to know how many lost keys there are – per Randy, there are 13 lost keys.

 A motion by Max Eddy stated that we do not currently change locks or keys and put a cap on 6 keys only with penalty charges for any amount over 6.  This was seconded by Randy Rochelle but opposed by Doug Stewart.  More discussion followed.  Doug wanted to know how people were going to afford $500.00 or $1000.00 to replace lost keys. Max wanted to know if we could add purchase of 7th and subsequent keys at a cost of $500.00 each.  When a lost key is found then the $500.00 deposit would be returned.  It was suggested that we have proof of SCRA membership and any keys given out over 6 each, the deposits would have to be returned by the general meeting held in November.  If not returned at that time, the money would belong to the association and be kept in a special “key” fund.  There was a motion to proceed with the above amended motion by Randy Rochelle and seconded by Monte Matue.

 Derek Hunwick made a motion that we purchase 24 magnetic SCRA Security signs at a cost of $1000.00 or less.  The motion was seconded by Cal Pack. 

 It was emphasized that we as a board focus on security and especially make sure stickers are on all vehicles – cars, trucks, atv’s.

 We discussed the barbeque/work party.  It was decided we would hold it on Saturday, July 9, 2005.  We will ask Ray Gibbons about having it at his place or have it at Love’s trailer on Aspen Way.  The work party will begin at 9:00am and the barbeque at 3:00pm. The invitations will go to the SCRA general mailing list and on the new website.  Bonnie Love suggested we play some bingo and provide some prizes for the games.  The motion was made by Derek Hunwick to purchase some prizes for the barbeque. It was seconded by Ken Love.

 The issue of  board meeting absenteeism was discussed.  Exactly how many is a “quorum” – the way our bylaws currently read, it consists of whoever is at the meeting and they can conduct official SCRA business.  The bylaws also state if you have two unexcused absences you can be removed from the board.

 Monte Matue mentioned the grader – he wanted clarification on what could be spent on grader repairs, fuels and general maintenance.  The board said to just bring in the receipts for reimbursement.  Monte said he would grade all the main roads first.  Someone is going to try to locate the “main road map” that we used to have.

 Derek Hunwick stated there is water coming out a “blow hole” at the lower spring.

 At our next board meeting Gordon Owens wants to discuss Trespass, he wants clarification of what “no hunting” rules are.  Ken Love wants a list of property owners who own property pre 2001 and how many hunting permits they’ve been issued.  Stacy thought she had a list that could help with that issue.

 A motion to adjourn was made by Mike Guthrie and seconded by Max Eddy.  The meeting was adjourned at 7:55pm.
