SCARE CANYON RANCH ASSOCIATION

GENERAL MEETING MINUTES

16 November, 2006

Harrisville Senior Citizen Cabin

Meeting Began at 7:00 p.m.

1.  Slide Show Fire Plan Presentation and discussion by Kelly Allen, Natural Resources, Division Forestry, Fire and State Lands.

  • Kelly Allen discussed basic fire plan grant monies available to Scare Canyon property owners.  He discussed the “Stevens” 50/50 match plan
  • Kelly presented slide show and talk regarding the before/after demo’s that the fire crews did at Dale Funk’s property and Tony and Mayva Coffman’s property
  • Ron Hill asked about “chipping” – can we cut the wood and have the fire crews chip it or do we hire a contractor.  Kelly suggested that the fire crews or contractor do the chipping – too dangerous for us to do.
  • Dale Funk and the Coffman’s thanked Kelly for all of the hard work done on their places.
  • Cal Pack wanted to know about “dry hydrants” Kelly discussed the dry hydrants and said they were fairly easy to construct.
  • Riley Skeen asked about the possibility of shutting down the option of having open camp fires.
  • Kelly said there is a link “fireinfo.gov” that provides fire restriction information, etc.  He suggested we create a link to the site from our scarecanyon.com website so we could get updates.

2.  Read and approved the August 2006 minutes as read.  Dale Funk made a motion to approve, Tom Whitaker seconded and none were opposed.

NEW BUSINESS

1.  End of year bank statement-----$2000.00 set aside for major grader repairs

  • Mary Lou Heslop provided a “SCRA 2006 Income & Expenses” report at the meeting.  As of 11/15/06 our bank balance was $9,056.17
  • Kathy Rochell wanted to know why the general membership was not receiving these statements.  Mary Lou said that at the last meeting no one took them and she made fewer copies for this meeting.
  • Kathy Rochell asked that we have quarterly bank statements and post them on our website.

2.  10 year road rule

  • Per Derek Hunwick, nothing new on the public road issue – according to Larry Brunson from Cache County, the issue is delayed possibly till next fall.  The association will prepare a letter for Larry Brunson and the County Commissioners.  We should have some say about the roads if they go “public” – it will definitely reduce our property values if they go public.
  • Monte Matue said he took Larry Brunson up to Scare Canyon to GPS all the roads – 27.12 miles of roads; they only GPS’d what roads they could get on; they took pictures of cabins on dead end roads.

3.  Future decals and passes will be dated and color coded yearly-----buy extras

4.  Hunting….reports indicate very little game was harvested.  Greatly reduced problems with motorized vehicles off main roads.

  • Derek Hunwick stated that having the law officers present in Scare Canyon made a drastic difference in the amount of members/guests who took their motorized vehicles off the main roads.
  • Derek said he heard that 2 moose were taken and only about ˝ dozen deer and elk

Toms Tree…..First there was a game trail. Second there was a people trail. Third it turned into an ATV trail. Now we have trucks going up and parking by pond.  This is Coldwater land that they allow us to hunt ON FOOT only.

5.  Derek Hunwick asked that members please email him at DERLMAE@JUNO.COM if you have ideas to improve the by-laws and hunting….before end of this year.

Here are some ideas to “ponder”:

·        Moose hunting for members and immediate family only….not for guests

·        Reduce number of hunting permits issued.

·        Three point or better for bucks

·        Walk-in only on member’s property

·        Maybe off road travel only to retrieve downed TAGGED game or not at all – off road travel by vehicles makes tracks – then those get used as trails and next they become roads – issues to consider

·        Hunt survey card, I.D. type of hunting, game taken, must respond.

6.  Other Business

  • Riley Skeen asked what we can do about kids that ride their ATV’S and motorcycles too fast – someone is going to be killed or injured.
  • Doug Stewart wanted to know if anyone knew what John Lewis was going to do with the Lindquist section he just purchased.

a.        Derek Hunwick stated that he talked to Blair (who works for John Lewis) and Blair stated first that John was not making a helicopter pad by his log cabin; secondly, John and Blair want to meet with Derek and other board members to discuss what is going on but no meeting has been setup yet.

b.       According to Blair, John plans to subdivide the section into 8-10 lots. 

c.        Will they pay dues and work with the association, etc.  These questions will be discussed when a meeting takes place.

7.  Derek asked if there was any other business before board member elections.

8.  Jim Nelson asked for the immediate resignations of board member Ken Love, Mrs. Love (Bonnie) (Secretary) and President, Derek Hunwick.  Derek asked for what reason and Jim stated for trespass and giving hunting permits to the Cache County deputies during the hunt.  He stated that we were not representing the association, we were pursuing our own personal agenda’s.

Derek asked Bonnie Love if she wanted to resign – answer: no

Derek asked Ken Love if he wanted to resign – answer: no

Derek said he did not want to resign

Derek then asked Jim to explain his reasons.  Jim said that the association cannot give out hunting permits – they do not own property – it is against the by laws.  He again asked Derek to resign.

Doug Stewart interrupted the heated discussion by stating that Derek Hunwick did not make the hunting permit decision alone!  He polled every single board member before a decision was made to give the deputies the permits – every member said “yes” to giving them the permits.

Monte Matue stated that the hunting permit issue was separate from the issues concerning Ken and Bonnie Love’s resignations – their resignations were asked for because of posting their land “no trespassing” – it is against the bylaws the way they are currently written.  James Rochell agreed with Jim Nelson and said the Loves had no right to post their property.

Ray Gibbons stated that before the President could be “impeached”, formal, written evidence had to be presented.

Riley Skeen made a motion to table the discussion on resignations, and it was seconded by Dale Funk.

9.  Voting:

Nominations for three board positions:

         This is a three-year position

         There is a minimum of ten meetings per year that require your attendance

         If you can not work for the overall best interests of the association and attend              

         meetings, please do not accept a nomination.

The following member’s were nominated for the three open board positions:

There was a tie between Tom Whitaker and Doug Stuart. Another vote was called for to break the tie between them.

New SCRA board members are Randy Rochell, Don Todd and Tom Whitaker beginning their terms in 2007.

Per the SCRA bylaws, “no two voting officers can be family members”.  Stacy Shelton made a motion to allow at this point and time.  None were opposed.

10.  Before adjourning, Mayva Coffman asked if there was some way we could get stickers for our propane tanks, etc, as Kelly had mentioned in his evaluation discussions – he said “hazardous”, etc stickers would be invaluable to fire fighters.  Ken Love stated that these would be provided through our current fire plan.

11.  Reminded Board Members there is a special board meeting at the Weber County Library on December 7, 2006 from 6:00pm to 7:00pm.  Both the old board members who are leaving and the new ones just voted on were asked to attend.
