SCARE CANYON RANCH ASSOCIATION

GENERAL MEETING MINUTES

November 15, 2007

Harrisville Senior Citizen Cabin

 

Meeting began at 7:00 p.m.

 

Derek Hunwick,  SCRA President, conducted the meeting.

 

1.  Kathy Rochell read the August minutes and they were approved as read.

 

2.  Mary Lou Heslop went over the September and October Financial Reports.  There are still some costs to be paid from this year’s funds.  The grader needs some maintenance on the hydraulic manifold.  Approximately $4,000 is being held in a separate account for the grader.  Anticipate we will have approximately $2,500 left in the account at the end of the year.

 

3.  Derek talked about the many things that have happened this year:

 

            a.  The Hideout is now a part of SCRA, which makes SCRA about 2,300 acres larger than it used to be.

 

            b.  The board continues to work on new ideas to improve the association.

 

            c.  Big improvement on the roads and more is planned.  There is already more gravel and work programmed for early next year.

 

4.  Derek talked about some of the problems SCRA experienced this year:

 

            a.  We had a lightning strike, but the Fire Department was able to put it out because it was called in early.

 

            b.  A game camera was stolen.

 

            c.  A propone tank was stolen from the Stratton’s trailer.

 

            d.  There were many stolen signs.  One was an act of God, but the others were stolen by unscrupulous property owners, offspring or their guests.

 

5.  The fire crew clean up has been delayed until 2008.  They were going to come up in Oct 2007, but we asked them to wait until next year so we didn’t disrupt the hunting.

 

6.  Election.  Derek reminded those who might consider running for office that there are ten scheduled meetings per year, approximately 3 hours each, in addition to any assignments.  Please remember you are being elected to serve in the best interest of the whole association. 

 

            a.  There are two board member positions to be filled and each are for a three-year period.  One is behind Randy Rochell and the other is Monte Matue whose term is up.

 

            b.  Bill Stuart asked if someone just bought property, are they eligible to be voted in.  Since they just purchased the property, they haven’t had an opportunity to pay their dues.  Tom Whitaker made a motion that if they’re new property owners and can pay their dues tonight, they can be voted on the board.  The dues paid tonight will be prepayment for 2008.  Randy Rochell seconded the motion.  Derek reminded everyone that this is a one-time vote.

 

            c.  Kathy Rochell conducted the voting.  She stressed you have to be a paid member and only one vote per paid membership is allowed.

 

            d.  Nominations were made from the floor:

 

Secretary – Marilyn Dean.  No other nominations were received and Derek announced she won by default.

 

Nominations for Board Members:

            Monte Matue

            Chris Roby

            Adam Stuart

            Ray Gibbons

            Bob Wallis

 

Votes were tallied by Kathy Rochell, Mary Lou Heslop and Bill Shurtleff.  The two new board members will be Monte Matue and Ray Gibbons.

 

7.  The Deputies did not find anyone in SCRA who was not connected to a property owner.  The deputies asked anyone to document any problems with the date, time, pictures, etc and turn the info into the board.  Everyone is asked to be sure your guests know what they can and can’t do.

 

8.  Darrell Hargis said he saw a box at the second gate.  Derek explained it was primarily for hunting season.  He plans to leave it up all year and anyone can put info in the box of anything they see needing attention.

 

9.  Clark Roberts asked if anyone has had any experience getting official surveys done?  They are experiencing lots of problems trying to find their boundaries.  Richard Roberts asked if anyone else is having problems with shifts in boundaries.  The original corners are not matching with what the GPS shows.

 

            a.  Blair Leird said the biggest problem their engineering surveyors are having is trying to find the original corner stakes, but others have put in their own.  He recommended working with your neighbors to help establish the boundaries.

 

            b.  John Lewis said to get with Gardiner Engineering (476-0202) who have been up there all summer and now they are trying to correlate their data with Cache County.

 

10.  Nona Ellis asked if we know how many animals were taken out of SCRA during hunting season.  Derek said he heard about 4-5 moose, about the same number of elk.  He didn’t know about deer, but said he heard it’s been a fair hunt.

 

11.  Darrell Hargis asked what the dues would be in 2008.  Derek said the board will decide in January based on what we anticipate expenses to be.  He expects the dues will go up.  He reminded everyone that the bylaws talk about dues and assessments.  Even though SCRA has never had an assessment, he wants to talk to the board about an assessment as well as dues.  The members he's talked to felt dues are too low.

 

12.  Mardell Amundson made a motion to adjourn.  The meeting was adjourned at 8:35 p.m.
