 AGENDA FOR 21 SEP. 2006

1.        Review minutes of July meeting.

·         The minutes from the July board meeting were approved as read.

2.        Mary Lou, current funds in our acct.

·         Between Secure Savings and Checking – approximately $10,000.00

OLD BUSINESS 

1.        Monte, road status/hunt permit status

·         Have spent $4,300.00 not $6,000.00 spent on roads so far – bad weather has prevented more gravel being delivered, put down.

·         Pulled about 100 fence posts and gave to Mike Olsen – did not use backhoe, used grader.

·         Mike Olsen said we could use all of his dirt we needed for road repairs

·         Need to do more culvert work

·         Have given out 215 hunt permits as of today, September 21, 2006

·         Went to “RACK” meeting that discussed ways to improve northern region hunting by combo licenses, draw and elk licenses and charging $26.00 for small game licenses.

2.        Ken, fire plan status

·         First draft being worked on; 2 volunteers for assessments and work to be done – Dale Funk, Mayva Coffman’s properties

·         Fire rating given and value of total Scare Canyon properties provided by tax assessor.

·         Mailed fire prevention booklet and asked for monies from the grant to mail them out

·         Dave Casperson told Ken about a huge 10,000 gallon steel tank that Ken checked out – the man only wants scrap price for it.  It would be great for fire fighting water container.  Derek said to “nail down” the forest service to see if they will pay to haul it up to Indian Spring.

3.        Monte, 10 yr. rule status

·         State legislators are watching Cache County and their “public road” stuff that is going on.

·         Larry Brunson will be up next Wednesday or Thursday to GPS the roads

·         Per Jim Spencer – “Coldwater vs. Cache County” will be closed door decision – thinking is 70% - 30% Coldwater will lose.  A lawyer is tracking the proceeding for Jim Spencer.

4.         Kerry, have you discussed trespassing with Cache D A?

·         Since we have the deputies/security guys working – do we need this now?

5.        Jim, have you found anything out about possible exchange of keys between associations?

·         No

6.        Bonnie, what is status of small security signs?

·         I can get them for $50.00

7.        Bill, status of signs?

·         We need to post every corner and gate of Scare Canyon

·         Bill will review what signs are needed, what size and cost.  Derek mentioned you can get steel “No Trespassing” signs for .99 cents at WalMart.

NEW BUSINESS

1.        Guest passes in future should have year they are good for.  Change colors each year.

·         Ken Love made a motion to have guest/visitor passes state the year given and change the color to green in 2007.  The motion was seconded by Jim Hicks.  None opposed.

2.        Kerry suggested renting Scare keys out per year.

  1. May work to get non-paying people to pay.
  2. Need to find out legal opinion…must let non-payers buy one key.
  3. Would need lease/rental agreement with legal implications
  4. Implement when we re-key  in future

·         We need to check this suggestion further, get it clarified and find out if this is legal.

3.        Tom Whitaker indicated he has been unable to talk to new owners.  He said SCRA water continues to dump into the pond and should be terminated.

·         It is still dumping into the pond today – why can’t they share the water; what about a farm faucet?  It is Scare Canyon association water.

4.        Over 65 man-hours have been spent on lower spring plug.

·         It is currently plugged again – Derek is providing water from his spring.

5.        Ron to donate ¾” pipe from Derek’s new spring to assoc.  Odekirk wants connection from his dad’s farm faucet to his cabin.  Odekirk to allow line to run thru their property.

·         It is Scare Canyon water going through the pipe

6.        Potential changes to by-laws: rent/time share, VPs from board, hunt/trespass

·         Add change – one key only for non-member’s of SCRA

7.        Lindquist’s 640 ac. Sold.  If 40ac. Lots sold will SCRA accept? Only if deeds require paid membership.  What if smaller lots to be sold?

8.        Hunters requesting maps of where they can hunt.  Our position…can not provide due to privacy.

9.        Early Dec. meeting?

·         Yes, short meeting from 6:00pm to 7:00pm – Bonnie will schedule

10.     Other new business?

 

A motion to adjourn was made by Ron Hill, seconded by Jim Hicks. Meeting adjourned at 8:15pm.
