SCRA NEWSLETTER - AUGUST, 2006

 Dear SCRA Members:

 

To begin, I would like to remind everyone to visit our web site:  www.scarecanyon.com.  You will find a lot of useful information located there.

 

We had problems getting started on the gravel as soon as we desired.  There were mechanical problems with the grader a couple of different times; then contractor’s who agreed to deliver either increased their prices or declined to deliver at all.  I can report that we have started to put down gravel and will continue as conditions permit.  Also, Cache County is grading their portion of the Ant Flat road.

 

As you know there was considerable discussion regarding hunting permits and trespassing, during our last general meeting.  Two of the significant changes to the hunting permits issued by the association are as follows:

 

  1. THIS PERMIT ONLY PROVIDES ACCESS TO PAID MEMBER’S PROPERTY.
  2. YOU CANNOT DISCHARGE A DANGEROUS WEAPON WITHIN 600 FEET OF ANY STRUCTURE WITHOUT THE CURRENT YEAR AND SPECIFIC WRITTEN PERMISSION OF THE PROPERTY OWNER.

 

Once again you are all asked to be respectful and courteous to others and their property at all times.  This may be more important this year because the person you could be addressing could be one of the Cache County deputies we have arranged with to patrol and issue citations within our boundaries.  These deputies will start immediately to patrol on a random basis.  They are not just looking at hunters but for any violators.  Remember to stay on roadways - we continue to have people who think they can take their ATV’s anywhere they want.

 

So far this year we have had the main gate lock shot and destroyed, one cabin broken into and its deck shot with a shotgun and a motorhome/truck and camper with over 20 bullet holes in them.  These acts in all three cases definitely appear to be property owner’s, their relatives or invited guests.  As a property owner it is your responsibility to inform and control the people you allow into Scare.

 

The SCRA board met with the county and state lands fire people and learned that there are some grant funds (again) available to the association.  In order to apply and get these funds we need an approved plan and to also have each member identify any work they or others have done, how long it took, what kind of tools were used, etc.  This must be done in order to qualify for the monies.  You can provide this data to Bonnie Love.

 

We had a couple of meetings with Mr. Larry Brunson from Cache County and it appears Cache County is going to pursue the 10 year rule, which states if the public used a road over a ten year period, they (the county) could claim it as a county road and open the roadway(s) to the general public even though the road(s) may be on private property.  We appear to be like a flea taking on an elephant……and it does not look good for our association.

 

If you have any ideas about what we should be doing and how we are to function once our roads are (possibly) open to the public, please let Bonnie know and she will pass the information on to the board member’s.

 

We did have a great picnic and many thanks to the Love’s for letting us use their area to hold the function and for all the extra work they, their family and friends accomplished to prepare everything.  Once again we were weak on members showing up to do some of the needed work within Scare.  If you were unable to work on that day, how about doing some work to benefit the association on another day and report it to Bonnie so it can count towards the available fire grants.
