SCRA NEWS FROM THE PRESIDENT - NOVEMBER 2009

 

Communication is essential to the well-being of our Association, and we continue to keep you posted through monthly updates on our Web Page as well as President’s Letters.

Fire at SCRA:   We had a fire at Scare Canyon and first and foremost, I want to thank Ron Hill for quickly alerting Cache County Fire Department and providing his freshly filled water tank to help fight it.  A special thank you to everyone involved – from those of you who spotted it, and helped fight it before the fire department arrived, and to Ron for chaining the gate open so the fire department volunteers who come from all over, were able to get in and out of Scare Canyon without further delays.  Due to everyone’s quick response you all prevented what could have been devastating loss for Scare Canyon.  Reminder –If the gate is chained open, there is a fire in Scare Canyon.   Please keep outside fires contained – be responsible

ATV/Vehicle Accidents:  During the last couple months there have been two separate ATV/vehicle accidents.  One required medical help and both accidents had the potential to be serious.  We can’t stress enough that as landowners within Scare Canyon, we need to use caution when traveling the roads.  Everyone needs to do their part to keep Scare Canyon safe - use caution and be careful when traveling the roads.  Please be safe - respect the rules of the road.  Some Speed Limit, Caution, Travel at Own Risk, Respect the Rules of the Road, etc. signs are posted and the Board anticipates installing additional signs in the Spring.

Water Issues/Concerns:  The Lower Spring has consumed a large amount of time and effort on behalf of the Board.  As you all know, we upgraded and made repairs to the Lower Spring, we installed a new collection cistern and also replaced some of the damaged pipe to the holding tank.  Due to issues and concerns from the attorney for the landowner where the spring is located, and an ongoing investigation from the State Water Department, the Lower Spring will continue to consume time that could be better used on other Association business.  Bottom line – we still need to redo part of the Lower Spring’s line as well as reinforce the barrier around the spring to prevent leakage and damage to comply with the demands of the attorney representing the landowner.  Even with all the problems, the spring continues to produce an abundance of water and we’re working towards ensuring a more constant flow of water to be available to the Association. 

Public Road Issue:  Currently there are no updates, the Board has been in contact with the new Cache County Attorney who is reviewing all available information.

Hunting Report:  With the 2009 Bull Moose hunt now complete, success rate was reported to be good.  Little reported success during the archery and muzzleloader hunts as well as the rifle deer hunt.  Deer were few and far between.

President’s Note:  Nona Ellis made a motion at the August General Meeting proposing limiting hunting for a few years to replenish the herds.  Mike is researching this with DWR and State Laws and we will address at this at the March General Meeting.

Trespassing/Passage on Roads:  There were a few reported trespassing incidences during the hunt.  Remember – whether during the hunt or during normal travel - please respect the landowner’s property and if it is posted no trespassing, unless you are traversing roads to get to your property, exercise respect. 

New Keys – Keys are still available from Doug Stuart. 801-721-4421.

Old Keys – Hunt up all your old keys and bring to the March General Meeting - Turn in for future resale of lock system.  Monies from the sale of the lock/key system will go back into the SCRA budget.

Financial Report – Copies will be provided at the General Meeting, and also will be posted to the Web

By Laws:   With the good weather over and the water concerns put on hold until spring, the Board is reviewing sections of the By Laws that need clarification and may need to be brought current.  We are working hard to be prepared for review and vote by the Association during the March timeframe. 

By Law Contingency:  After careful consideration and lengthy discussion the Board exercised the right to make the below contingency to the By Laws on behalf of a group of dues-paying landowners who wish to remain anonymous.  

Scare Canyon Ranch Association By Laws 2007, Article VIII; Contingencies

“Any person who resigns from the position of President, Vice President or Board of Trustees of Scare Canyon Ranch Association, past or present members, under circumstances which are deemed to be not in the best interest of SCRA or any person being of a disruptive and non-cooperative nature or any person involved in any action for their own gain contrary to the best interest of SCRA or any person involved in a conspired effort to persuade other members to resign their position will be ineligible to accept a nomination for election to the SCRA Board for a period of five (5) years, affective from their date of resignation.

Any person resigning from these offices for personal reasons such as health related, family support or other circumstances will be re-considered for nomination by the seated SCRA Officers.”

Elections – This year we have three (3) Board Members’ terms expiring – Chris Roby, Doug Stuart, and Bob Wallis.  Please be thinking of who you want to nominate,

SCRA and Cache County Tax ID Listing:  For years the secretary has based the meeting invitations and mailings from the Official Cache County Tax ID Listing.  Some landowners have inquired as to why they do not receive SCRA mailers.  The mailing list has been compiled from the current Cache County Tax ID Listing which lists only the first name on the deed, so if you are a landowner on a multiply-owned property, your name may not be on this list.  An additional list has been compiled to include the names of owners not listed who wish to receive SCRA mailings.  The secretary has requested time at the end of the November General Meeting for everyone to look over the listing and provide updates.  

Special Thank You - I want to thank the Board Members as well as Sherri Roby/Treasurer and Marilyn Dean/ Secretary for their time spent on Scare Canyon duties this year.  This year more than any other year there has been a lot of time spent away from their families and their work.  They have benefited the Association with their involvement and I can’t thank them enough.
